RFP for Off-Site Extraction of Gas Under Deer Lakes Park Released

PITTSBURGH – Allegheny County has issued a Request for Proposals (RFP) for companies interested in non-surface rights to oil, natural gas and other hydrocarbons underlying Deer Lakes Park through off-site extraction.  The full document is available on the County’s Division of Purchasing and Supplies website at www.alleghenycounty.us/bids/index.aspx, and will also be found online at the BidNet/Pennsylvania Purchasing Group.

The release of the RFP was announced earlier this week during the Executive’s Quarterly Address at Allegheny County Council.. Following through on his commitment to also ensure that higher environmental standards are pursued and met in any drilling effort, County Executive Rich Fitzgerald directed that the RFP also include performance standards from the Center for Sustainable Shale Development (CSSD). A non-profit organization whose mission is to support continuous improvement and innovative practices, CSSD has proposed rigorous performance standards that are intended to promote sustainable shale development.

Specifically, the RFP requests that responsive proposals include the following CSSD provisions:

  • Operators shall maintain a plan to recycle flowback produced water, for usage in drilling or fracturing a well, to the maximum extent possible
  • Operators shall design each well pad to minimize the risk that drilling related fluids and waste come in contact with surface waters and fresh groundwater
  • Operators shall develop and implement a plan for monitoring existing water sources, including aquifers and surface waters within a 2,500 foot radius of the wellhead (or greater if geologic characteristics indicate), and demonstrate that water quality and chemistry measured during a pre-drilling assessment are not impacted by operations
  • Operators shall design and install casing and cement to completely isolate the well and all drilling produce fluids from surface waters and aquifers, to prevent vertical movement of fluids in the annulus

Separate and sealed proposals are to be received by Friday, October 25, 2013 at 3:00 p.m.
