Fitzgerald Submits Legislation & Appointments to Council, Announces New Director of Human Resources

PITTSBURGH – County Executive Rich Fitzgerald submitted four items of legislation to County Council for consideration at its upcoming meeting:

  • Resolution authorizing the pursuit of a Tax Increment Financing plan to pay for portions of the Dormont TIF project which includes improvements proposed to be located within the Borough of Dormont on West Liberty Avenue and generally bounded by Park Boulevard, McFarland Road and Raleigh Avenue including a multi-level parking garage and development of adjacent tax parcels
  • Resolution authorizing the pursuit of a Tax Increment Financing plan in Sewickley Borough to pay for a portion of the costs of certain infrastructure and other improvements located in an area generally bounded by Beaver Street, Broad Street, Thorn Street and the rear of the properties on the west side of Walnut Street
  • Resolution authorizing and extending the existence of the Allegheny County Residential Finance Authority for a term of fifty (50) years
  • Resolution amending the Grants and Special Accounts Budget to authorize the acceptance of two grants from the Commonwealth by the Department of Human Services/Behavioral Health:  $187,500 for a Re-Thinking Care/Serious Mental Illness Pilot and $566,667 for Early Intervention

Additionally, the Executive submitted the following appointments to County Council for consideration:

  • David Mazzocco, Air Pollution Control (reappointment)
  • Robert Orchowski, Air Pollution Control (reappointment)
  • Joe Osborne, Air Pollution Control (reappointment)
  • John Palmiere, Air Pollution Control (reappointment)
  • Daniel Styche, Human Relations Commission

County Executive Fitzgerald also announced today the appointment of a new director for the county:

  • Laura J. Zaspel will begin on Monday, April 1, as the new Director of Human Resources.  Prior to joining the county, Ms. Zaspel was the manager of Human Resources at UPMC Presbyterian and Shadyside.  She has also served as an Human Resources Consultant and also worked for the City of Pittsburgh’s Department of Personnel and Civil Service Commission for twenty years. She is graduate of Penn State University and holds an MBA from the Katz Graduate School of Business at the University of Pittsburgh. Ms. Zaspel replaces former Director Kathleen Kennedy who retired from the County after 12 years of service.
