William D. McKain, CPA
William (Willy) D. McKain is a Certified Public Accountant (CPA) who has worked in government and not-for-profit accounting and finance for over 23 years. He has vast experience in the preparation of multi-million dollar operating and capital budgets and grant compliance reporting requirements for local, state and federal governments. In addition, he has extensive experience in the preparation and analysis of monthly, quarterly and year-end financial reports and the Comprehensive Annual Financial Report (CAFR). Lastly, he has conducted a broad range of financial and compliance reviews and internal audits.
Prior to his appointment as County Manager, Willy served as the Assistant to the Superintendent for Finance & Operations for the Baldwin-Whitehall School District beginning in October of 2009. He was also the Finance Director of Mt. Lebanon municipality for seven years and has worked in various capacities including financial statement preparer, internal audit manager and assistant budget director for Allegheny County government.
Willy has been a frequent presenter at the Government Finance Officers Association (GFOA) state conferences and chapter seminars and at the Pennsylvania Institute of Certified Public Accountants (PICPA) Local Government Conference. In addition, he has participated in numerous seminars as a presenter for the Local Government Academy (LGA) including their Newly Elected Officials Course and is a Budget/Finance team member of the LGA Pillars of Good Government for use in evaluating the value and performance of local government services.
He has earned bachelor degrees in accounting and management at Robert Morris College (University) and is a member of the Government Finance Officers Association (GFOA) and the Pennsylvania Institute of Certified Public Accountants (PICPA).
He and his wife, Francine, live in Mt. Lebanon with their two sons.
