Job Title: Project Manager 2 (Construction)
Department: Public Works

SALARY: $ 4,597.23 per month maximum

Minimum Requirements:
A Bachelor of Science Degree in Civil Engineering, Civil Engineering Technology or related field AND a minimum of Two (2) years’ experience in engineering, construction or related field.  Engineer-in-Training certification preferred, but is required within one (1) year of hire.  An equivalent combination of education and experience may be substituted.

Class C PA driver's license required prior to appointment.

Duties:

  • Assists the Manager of Construction Engineering in all phases (from bidding through construction) of the construction management of engineering and construction projects, whether performed in-house or by consultants or contractors.
  • Coordinates, initiates, monitors, and/or issues required contract papers and actions necessary for the completion of County construction projects and ensures that County construction projects are completed in accordance with the drawings and specifications set forth in the contract.
  • Liaisons with contractors, utilities, consultants, PennDOT, and County personnel.
  • Visits job sites to oversee construction activities, monitor job progress, and resolve problems.
  • Assists in determination of construction sequence regarding property access, traffic movement, property acquisition, and relocation of land utility construction.
  • Monitors paperwork generated from projects, such as reports, correspondence, estimates, change orders, etc.; initiates/monitors and approves progress payments for construction-related contracts and agreements.
  • Supervises and directs work to construction inspectors and clerks assigned to the Construction Division.
  • Performs final inspections and prepares final documents for project close-out.
  • Performs other duties as assigned or directed.

Knowledge, Skills, and Abilities:
Knowledge of:

  • Microsoft Office (Excel, Word, Outlook, etc.)
  • Supervisory and Project Management principles and practices
  • Mathematical calculations, such as accounting, basic algebra, and geometry

Ability to:

  • Communicate well both orally and in writing; speak before groups related to construction
  • Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
  • Calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
  • Deal with contractors, agencies, the general public, subordinates, management
  • Stand, walk, sit, use hands, fingers, handle or feel, reach with hands and arms, climb, balance, stoop, kneel, crouch, crawl, talk, and hear; lift and/or move up to twenty-five (25) pounds; see clearly up close and at a distance; judge distances and spatial relationships.

Residency: Must become a resident of Allegheny County within one (1) year of appointment
