Job Title: Facilities Manager
Department: Public Works

SALARY:  $5,416.67 per month maximum

Minimum Requirements:
A Bachelors Degree in Civil Engineering Technology, Business Management/Administration or related field AND 2 years experience in facility or project management.   An equivalent combination of education and experience may be substituted.

A valid PA Driver's License is required upon appointment.

Job Summary:
Under the supervision of the Manager of Construction Engineering, this position is responsible for facilitating, coordinating and expediting initiatives that involve the Public Works Engineering & Construction Division, Public Works Trades Groups, and/or outside venders/consultants/contractors, as well as managing projects or assisting in the management of facility maintenance or construction.

Duties:

  • Plan or oversee the planning of project schedules for capital projects, contracted construction, repair or maintenance activities.
  • Manage or coordinate activities of project personnel to ensure project progresses on schedule and within budget.
  • Assist with contract preparation and project management.
  • Obtain field measurements and evaluate project sites for recommended improvements.
  • Inspect worksites where in-house or outside parties are performing work on County property.
  • Assure compliance with codes or specifications.
  • Address safety issues at project sites.
  • Respond to public requests for information and/or action.
  • Inspect construction to ensure work is done in accordance with specifications and plans.
  • Research property and legal issues.
  • Receive and evaluate outside complaints, municipal requests and propose remediation/action.
  • Coordinate facility maintenance activities with the Public Works Maintenance District Offices and Trades.
  • Calculate material quantities for bidding purposes.
  • Coordinate efforts with other department sections or divisions.
  • Review and approve contractor/consultant invoices based on proposals, contracts and work performed.
  • Performs other duties as directed or assigned.

Knowledge of:

  • Principles of management
  • Principles of facility maintenance and construction

Ability to:

  • Communicate well both orally and in writing
  • Use independent judgment
  • Work well with subordinates, management, other County employees and the general public

Residency: Must become a resident of Allegheny County within one (1) year of appointment

Veteran's Preference: Will be awarded to eligible candidates.
