Re-Development Coordinator 4

Department: Economic Development

SALARY: $4,333.34  per month maximum

Minimum Requirements:
A Bachelor’s Degree in Public Administration, Political Science, Community Development or a related degree AND Three (3) years of related experience.  Experience in contract administration, real estate development, land-use rules and regulations, and outdoor recreational projects preferred.  An equivalent combination of education and experience may be substituted.

A current, valid PA Driver's license is required prior to appointment.

Duties:

  • Builds relationships with community groups, businesses, foundations, and individuals to develop resources to support funding efforts for various development projects.
  • Organizes and implements financial support activities.
  • Develops strategies for receiving, disbursing, and acknowledging financial support.
  • Works with business owners, real estate developers, and various other government agencies to review and analyze development plans and provide guidance about appropriate assistance.
  • Coordinates with banks, foundations, local, state, and federal agencies to develop project financing, and manages technical assistance components of the various programs.
  • Applies for and monitors contracts with various public and private agencies concerning programs and funding sources.
  • Conducts desk audits and on-site inspections to provide on-going assistance, to establish systems for review and evaluation, to ensure compliance with regulations and contract agreements, and to initiate corrective action, if necessary.
  • Develops working relations with the various environmental , historical, and conservation agencies to successfully complete revitalization projects.
  • Implements projects and records management system to ensure fiscal integrity and to meet reporting requirements; provides detailed project status reports.
  • Prepares project budget and budget recommendations.
  • Markets County and Authorities programs by contacting potential users, and participating in and sponsoring seminars and workshops in conjunction with banks, real estate developers, community development organizations, and other economic development agencies.
  • Develops new and innovative programs to increase the impact of the Division’s efforts.
  • Trains and assists lower-level employees as necessary.
  • Performs other related work as requested or required.

Knowledge, Skills, and Abilities:
Knowledge of:

  • Contract administration, real estate development, land-use rules and regulations
  • Accounting, finance, and budget procedures

Ability to:

  • Speak publicly
  • Communicate well both orally and in writing
  • Work independently and as a team member
  • Interact well with supervisors, co-workers, and outside agencies
  • Use Microsoft Word, Excel, PowerPoint, and Outlook proficiently

Residency: Must become a resident of Allegheny County within one (1) year of appointment
