Walter Howard Smith, Jr.,
PH.D is the Department of Human Services Clinical Director and the Deputy
Director for the Office of Children Youth and Families.
Prior to joining
DHS in 2013, Walter served as Executive Director of Family Resources, a
non-profit focused on the prevention and treatment of child abuse and neglect.
He is a licensed psychologist, with a private practice specializing in treating
children, couples and families, and is a founding member of the Western
Pennsylvania Family Center, an education resource center for persons interested
in family therapy and family studies. He has served on the Children’s Cabinet
and the Mental Health and Intellectual Disabilities Advisory Board of the
Department of Human Services, as well as boards for the Pittsburgh Foundation,
the Forbes Fund, Voices for America’s Children, and the National Child
Traumatic Stress Center. In addition, he is an Adjunct Associate Professor at
the Psychology Program at Duquesne University and has presented lectures and
conferences on child abuse and family emotional process throughout the United
States and in several other countries.
