Mildred E. Morrison, Administrator
Allegheny County Department of Human Services, Area Agency on Aging
Mildred E. Morrison has served as Administrator of the Allegheny County Department of Human Services Area Agency on Aging (AAA) since February 2000. A graduate of Chatham College, Mildred holds a Masters in Public Management from Carnegie Mellon. After working in banking for 22 years, she served as executive director of a community agency serving older adults prior to joining the county.
As part of the county’s Department of Human Services, the AAA plans and coordinates services for 43,000 older adults annually, administering a budget of $49 million, of which $30+ million is contracted with community agencies to provide programs and services. With funding from the Pennsylvania Department of Aging and federal resources, the AAA administers community-based services for persons 60 years and older throughout Allegheny County.
The 282,694 residents over age 60 represent 22 percent of the county’s population. The agency directly provides and/or subcontracts with local organizations for the provision of a wide range of services including, but not limited to, the following: assessment of consumer’s needs for aging services as well as the related care management, information and referral, in-home services such as personal care, homemaking, etc., congregate and home delivered meals, and Senior Community Centers.
The AAA investigates cases of elder abuse or self-neglect, provides ombudsman services for elders living in licensed residential facilities, and facilitates training and employment opportunities for older workers. The AAA is also responsible for participation in community planning around aging concerns and serves as an advocate for mature adults.
