Early Childhood Education Programs for Allegheny County Residents

You could enroll your young child in a pre-kindergarten, early learning program to help him or her get off to a great start.  Find out if your child qualifies.

Early Head Start or Head Start  (1-866-214-KIDS (5437))

  • If you are pregnant or your child is four years of age or younger


  • If any of the following are true
    • Your household income is at or below 100% FPIG  
    • Your family receives or has received Public Assistance (TANF/Pa. DHS) benefits within the previous 12 months or the last calendar year
    • Your child(ren) is in foster care Head Start logo 
    • Your family is receiving SSI benefits
    • Your family is homeless

Your child will need to have a lead poisoning screening to participate in Early Head Start or Head Start. Read more

  • If your child is at least 3 years of age but not yet old enough for kindergarten


  • If any of the following are true
    • Your household income is at or below 300% FPIG  
    • Your child is an English Language Learner (ELL)
    • Your child has a disability or developmental delay
    • Your child or family is at-risk
