DHS Oversight of Contracted Providers

The Allegheny County Department of Human Services (DHS) contracts with hundreds of service provider agencies to deliver most of the publicly-funded services offered by DHS. DHS is committed to exemplary stewardship of public funds and full accountability throughout every aspect of our human services system. The scrutiny begins when an agency expresses an interest in providing services and supports to the most vulnerable individuals and families in our community as a DHS contractor and continues until that relationship is ended. 

Before an agency contracts with DHS, it must complete a New Provider Application.  The application includes supporting documentation evidencing the organization’s solvency and viability.

Once an agency becomes a contracted service provider, it incurs multiple layers of programmatic and  fiscal oversight each year.  DHS conducts ongoing reviews to ensure the service provider is in compliance with contractual obligations.

Additionally, federal regulations require that service providers expending $500,000 or more annually submit a certified audit.  All certified audits must include Supplemental Schedules reflecting Allegheny County revenue and expenditures, as well as Management Comments and Findings and Recommendations, if applicable.

DHS also conducts financial compliance reviews of agencies throughout the year.  The timing and scope of these on-site reviews are determined by a number of factors which may include:  funder guidelines, reports of improprieties (e.g., Director’s Action Line), past history and the date of the latest review. In some cases, DHS requests that the County Controller’s Office participate in these reviews.  

In addition, each year the County Controller’s Audit Division conducts independent financial compliance reviews of DHS-funded service providers.  These service providers are selected based on the recommendations of DHS management.

For all findings of irregularities and/or disallowed costs, the service provider is required to submit a Corrective Action Plan which is reviewed by DHS management to ensure it addresses the issues of concern.  If necessary, a repayment plan of disallowed costs is developed to bring the agency into full compliance.
