Jennifer Liptak has been a County employee since 1998 when she began her career with the Office of District Attorney Stephen Zappala and ultimately ascended to the position of Finance Manager. On March 2, 2004, Jennifer was appointed to the position of Budget Director by County Council. As Council's Budget Director, Jennifer is responsible for assisting Council in the development of the annual Operating, Capital, Grants, and Special Accounts Budgets. The Budget Director also maintains surveillance over the adopted appropriations and monitors all fiscal activities for compliance with established budgetary guidelines and all applicable local, state, and federal laws. Additionally, the Budget Director functions as a liaison to the County Manager’s Office, the Department of Budget and Finance, the Department of Economic Development, and other entities as needed.
The Budget Director, on behalf of the Executive Committee of Council, also serves as the Manager of Operations for the Office of County Council and serves as County Council’s representative on the Allegheny County Retirement Board.
Jennifer, a graduate of North Hills High School, attended the University of Pittsburgh at Johnstown where she received a Bachelor of Arts degree in Communications with a minor in Political Science. While in Johnstown, Jennifer served as a Congressional Intern for Congressman John P. Murtha, of Pennsylvania's 12th Congressional District. After graduating from Pitt Johnstown, Jennifer attended the University of Pittsburgh Graduate School of Public and International Affairs (GSPIA) where she earned a Master of Public Administration degree and a Professional Certification in Personnel and Labor Relations Management. Next, Jennifer attended Duquesne University's School of Leadership and Professional Advancement where she received a Professional Certification in Advanced Accounting.
Jennifer, a lifelong resident of Allegheny County, resides in Shaler Township with her husband Brian, a Certified Financial Planner/Financial Consultant with Northwest Savings Bank, and her daughter Caroline Rose.
