Our Successes
The League created a workers' compensation self-insurance pool, a comprehensive property and casualty insurance package and a municipal insurance/employee benefits plan. Operated by Municipal Risk Management Workers Comp Pooled Trust, the self-insurance pool has returned $20.2 million in dividends to its members since October of 1992. The property and casualty insurance package is administered by Municipal Risk Property and Casualty Co., paid $3.8 million in dividends since December of 1983.
The League was fundamental in creating the Intergovernmental Cooperation Program to work in conjunction with the COGs.
The League's training programs for municipalities evolved into a separate organization that functions independently of the League today. The Local Government Academy continues to offer training and informational seminars to elected and appointed officials in this region. Their key program is the Newly Elected Officials Course offered as an orientation to individuals elected to public office for the first time.
The League has been active in legislative matters. In 1982, the League persuaded the legislature to reduce municipal costs by reviving tax liens every 20 years instead of every five. This bill saved more than $15 million for Allegheny County alone. The League was also instrumental in initiating and assisting in the enactment of the Political Subdivision Tort Claims Act, Flood Plain Legislation, Distressed Municipalities Act, municipal self-insurance pooling laws, the Local Government Tax Reform Act, the Regional Asset District legislation and many revisions of the various municipal codes in Pennsylvania.
