Energy Conservation Measures

An Energy Conservation Measure (ECM) is equipment, tools, or processes that help increase energy efficiency, reduce energy consumption, and modernize energy infrastructure. The savings from the ECMs are guaranteed to be greater than the cost of the ECMs. Below are the Allegheny County energy conservation measures.

 

HVAC (Heating, Ventilation, and Air Conditioning) Upgrades  

Kane-Glen Hazel, Kane-McKeesport & Kane-Scott Center Facilities are achieving energy cost savings through the upgrade of HVAC systems. Aging or improperly sized HVAC systems will be replaced and systems that are no longer functioning shall be repaired. The HVAC upgrades in these facilities guarantee $24,340 in cost avoidance to Allegheny County.

 

Replace Boilers  

Aging boilers and dampers are being replaced in Kane-Ross, Kane-Glen Hazel, Kane-McKeesport and Kane-Scott Center Facilities. Other improvements include modifications to the piping system and the installation of new hot water pumps. To allow control of the new boilers, the building control system is receiving an upgrade. The replacement of boilers in these facilities guarantees $26,826 in cost avoidance to Allegheny County.

 

Steam System Upgrades  

Failed steam and thermostatic traps found in steam radiators or other terminal units will be rebuilt or replaced in the City County Building, County Office Building, and Courthouse. In addition, missing insulation on piping and valves will be replaced to prevent heat loss from the system. The steam system upgrades generate $33,793 in guaranteed cost avoidance to Allegheny County.

 

Power Factor Correction  

Capacitors will be installed at the motor load centers of major equipment in the County Office Building. These capacitors will improve the power factor and electrical system to as close to unity (1.0) as possible. Power factor correction will guarantee $14,761 in cost avoidance to Allegheny County.

 

Energy Conservation Through Behavior Change and Mechanical Systems Training 

The Energy Conservation Through Behavior Change (ECTBC) team will implement a specific program to extend and sustain energy savings in Allegheny County. Training and programs will also be provided to educate and support county staff. This ECM guarantees $48,901 in cost avoidance to Allegheny County.

 

Domestic Hot Water System  

The failing domestic hot water storage tank in the Allegheny County Jail will be removed and a domestic hot water system will be added. Two instantaneous steam to hot water heaters will also be installed. This domestic hot water system will guarantee Allegheny County $43,245 in cost avoidance.

 

Server Room Weatherization  

The County Office Building will have a partition wall added to prevent infiltration from adjacent spaces and exfiltration of server room conditioned air. Server room weatherization guarantees $7,237 in annual savings to cost avoidance.

 

Hardware and software for IT Upgrade  

Allegheny County’s Information Technology (IT) Department will be receiving upgraded equipment with newer, more efficient units that allow desktop and server virtualization. Thin clients will be installed to replace the current inventory of ~2,464 computers resulting in significant energy conservation and savings. Hardware with associated software and network power control will be provided to allow for better power management of IT resources. The IT upgrade guarantees $440,470 in annual cost avoidance to Allegheny County.

 

Refurbish Shuman AHU/HV (Air Handling Unit/Heating Ventilation) Systems  

The mechanical equipment in the Shuman Juvenile Detention Center will be refurbished and re-commissioned and new direct digital controls will be installed. Schedules to economically control mechanical equipment will also be added. The Refurbished AHU/HV systems guarantee $163,802 in annual cost avoidance for Allegheny County.

 

Replace Shuman Boilers 

The three existing boilers in the Shuman Juvenile Detention Center are being replaced with two new boilers, which will increase efficiency and reduce maintenance requirements. The replaced boilers are guaranteed to generate $10,350 in annual cost avoidance for Allegheny County.

 

Upgrade Shuman Water Pumping System  

The hot water, chilled water, and condenser water pumping systems equipment and controls are being upgraded in the Shuman Juvenile Detention Center. Outdated pumping equipment is being replaced with more efficient units and in addition, controls to allow variable volume pumping operations on the chilled water and hot water loops is being installed. The upgraded pumping system guarantees Allegheny County $17,451 in annual cost avoidance.

 

Refurbish Shuman Cooling Tower 

The existing cooling tower in the Shuman Juvenile Detention Center are being refurbished with the installation of variable frequency drives on the cooling tower fans motors. The existing EMS associated with the cooling tower is being upgraded to direct digital controls. The refurbished cooling tower guarantees $2,589 in annual cost avoidance for Allegheny County.
