Fitzgerald Submits Legislation and Appointments to Council

 PITTSBURGH – County Executive Rich Fitzgerald submitted five bills to County Council for consideration at its upcoming meeting:

• Ordinance amending Ordinance No. 41-09-OR for the purpose of restating the composition of the ownership group and the scope of the proposed development of the property

• Resolution adopting the Transportation Element of Allegheny Places, as part of the Allegheny County Comprehensive Plan

• Resolution amending the Grants and Special Accounts Budget to (1) authorize a one-time supplemental allocation from the Commonwealth (Act 87) to the Department of Human Services, Mental Health, in the amount of $540,638 for use within mental health cost centers; (2) authorize a one-time supplemental allocation from the Commonwealth (Act 87) to the Department of Human Services, Office of Intellectual Disabilities, in the amount of $197,245 for use within intellectual disabilities cost centers; (3) authorizing a grant from the PA Commission on Crime and Delinquency for the Court of Common Pleas, Family Division, in the amount of $5,000 for the purchase and installation of three surveillance cameras; (4) authorizing a grant from the Administrative Office of Pennsylvania Courts to the Court of Common Pleas, in the amount of $104,300 for the purchase of duress alarms for magisterial districts as well as shatterproof glass or film at public transaction counters without it; and, (5) authorizing a grant from the Heinz Endowments to the Department of Health in the amount of $246,343 to supplement the current Maternal and Child Health Program by supporting a collaborative effort to reduce infant mortality and other negative outcomes using the Life Course Framework.

• Resolution amending the Potato Garden Run Tax Increment Financing Plan (Findlay Township, West Allegheny School District) to remove currently undeveloped parcels of property

• Resolution creating the Westport Tax Increment Financing District (Findlay Township, West Allegheny School District) to provide financing for the development of certain real property located at the Westport Woods interchange of State Route 576

Additionally, the Executive submitted nine appointments for consideration:

• Victor Diaz, Allegheny County Industrial Development Authority – Allegheny County Hospital Development Authority – Allegheny County Higher Education Building Authority – Residential Finance Authority which comprise the Finance and Development Commission (reappointment)

• Anthony Ferraro, Allegheny County Board of Health (reappointment)

• The Honorable Wayne D. Fontana, Sports and Exhibition Authority of Pittsburgh and Allegheny County (reappointment)

• Dr. Lee Harrison, Allegheny County Board of Health (reappointment)

• David Minnotte, Allegheny County Airport Authority (reappointment)

• Dr. Edith Shapira, Allegheny County Board of Health (reappointment)

• Jack Shea, Allegheny County Sanitary Authority (reappointment)

• Dr. Ellen Stewart, Allegheny County Board of Health (reappointment)
